July 4, 1917. Opening day of U.S. Government Locks, Ballard. Crowds of people line the bridge at the left. The ocean-going tug "Roosevelt", seen here passing through the open Fremont Bridge, was the first ship through the locks. Photo was taken by Frank and Emily Peterson, and donated by Mike Brown, all of Lake Forest Park.
